Do sandpaper paddles used in table tennis give spin to the ball or kills the spin?

My friend said he used a sandpaper paddle in ping pong and he claims it gives a lot of spin. I personally think the sandpaper, with a lot of friction, much like the pip-out rubbers, kills the spin. And the sandpaper is usually medium fine like everyday sandpapers.
The real questions is basically do sandpaper paddles give more or less spin than a modern rubber (Butterfly, DHS, Stiga)?

i played a lot of table tennis and sandpaper paddles works the best for me because pip-out rubbers is like a square ball it goes all diff ways and a smooth paddle is slick and has no grip
