What do the STAR RATINGS on ping pong balls represent?

Ok, so the more stars the better quality of the ball but what is the actually attributes/characteristics that make it a better ball. And... how come this information is so hard to find on the internet, and it's not on the ball boxes either? I believe 3 star is the best right? I don't want guesses or what you heard or no, I want actually evidence/literature/websites or professionals to tell me the answer please! Thanks.

3 star is the pro quality balls. the 1 and 2 stars are generally crappy. they can be oblong in shape, be less bouncy than they should be, and can bounce awkwardly. heres a site on it.scroll all the way to the bottom
