My dog has a lump on his arm, what could it be?

Constintly moaning , I don't know if he's in pain or it is just because he is getting older. He is a 7 year old black lab mix at around 100 pounds. The lump is maybe the size of a ping pong ball, around is right shoulder blade. He really doesn't seem to be in pain when it's touched, but he moans when he lays down. He has always had problems with his arm, even the vet said so. Any suggestions?

The lump is hard, very hard and round.

It sounds like a cyst. My best friend's dog had that a couple years after he got hit my a car.
